For a seller in the UK, the US or China shipping straight to EU consumers, the fee stacks on the temporary €3 customs duty that has applied since 1 July to consignments worth up to €150, and it also applies above €150. This guide covers what the fee adds per order, who is liable, how VAT treats it, and what Italy’s abandoned national parcel fee shows about where customs charges can be collected in a single market.

What is the EU €2 handling fee?

The Union handling fee comes from Article 20 of the new Union Customs Code, Regulation (EU) 2026/2108, in force since 20 September 2026. It requires customs authorities to charge a fixed amount per item whenever they process the release for free circulation of goods sold at a distance from outside the EU. The Commission set that amount at €2 in a delegated act adopted on 21 September 2026.

It is a fee for a service, not a duty. The Commission’s staff working document SWD(2026) 283 puts the annual cost of clearing these imports at about €5.29 billion, covering IT systems, customs staff, control equipment and product-compliance checks. The same report shows the scale: about 5.9 billion low-value e-commerce items entered the EU in 2025, 98% of all imported items, and customs managed to control 65 in every million. According to the Commission, more than 90% came from China.

The fee applies to customs declarations accepted from 1 November 2026, so the clearance date counts, not the order date. Unlike the €3 duty it has no end date, and the Commission must reassess its cost base at least every two years.

Is the EU handling fee charged per parcel or per item?

Per item, but an item is not a single product. Article 5(78) of the Customs Code defines an item as goods in one consignment that share the same tariff classification, description and, where the declaration asks for it, origin. The Commission’s guidance (version of 5 October 2026) adds that, because of IT constraints, both the €3 duty and the fee are charged per declaration line, whatever the quantity on that line.

Which declaration is used changes the count. The simplified H7, reserved for distance sales up to €150, uses 6-digit HS codes and no origin. By contrast, the standard H1 uses 10-digit TARIC codes plus origin. As a result, the same parcel can be one line on an H7 and three on an H1.

Consignment

Declaration lines

€3 duty

€2 handling fee

Fixed EU charges

One €10 T-shirt

1

€3

€2

€5

Five identical T-shirts

1

€3

€2

€5

One T-shirt and one watch

2

€6

€4

€10

Three women’s suits (artificial fibre, wool, other), €140, H7 declaration

1

€3

€2

€5

Same three suits, H1 declaration

3

€9

€6

€15

One €400 jacket

1

Not applicable: normal duty rate

€2

Normal duty + €2

Before VAT. The two suit examples come from the Commission’s guidance (5 October 2026); the others apply the same definition of item.

For sellers, the exposure sits in the basket mix: charges scale with the number of distinct tariff lines, not with order value. A €4 item more than doubles in landed cost, while a €140 single-line order carries less than 4%. Low-ticket, multi-product baskets, the core of ultra fast fashion, are the most exposed. For the wider picture on the sector: Fashion Tech: AI Design, Smart Fabrics & DPP.

Who pays the EU handling fee, and is it refunded on returns?

The declarant is the debtor (Article 20(5) of the Customs Code). The Commission’s guidance sets a cascade: first the IOSS holder or its indirect representative; failing that, the user of the VAT special arrangements or its representative; then the importer’s indirect representative, usually arranged by the carrier. A consumer can be the declarant only as a last resort, in Member States that offer free online declarations to individuals and only where IOSS was not used. In the Commission’s own summary, responsibility moves from consumers to platforms, sellers and carriers.

Commercially, the seller decides who bears it: absorb the €2, build it into the checkout price (delivered duty paid), or let the carrier collect it at the door, usually with its own clearance charge on top.

The fee is non-refundable (Article 20(6)). It is due once the declaration is accepted, even if the goods are refused, returned or the declaration is invalidated afterwards.

Is VAT charged on the handling fee?

Yes, depending on the scheme, and many guides published before October still say the opposite. An earlier Commission note treated the fee as outside the scope of VAT. The guidance of 5 October 2026 reversed that position: the fee is an incidental expense of the supply and part of the VAT taxable amount.

Under IOSS there is no import VAT, but if the seller charges the €2 to the customer at the point of sale, it enters the taxable amount declared on the IOSS return.

Under the special arrangements or the standard procedure, the fee is part of the import VAT base; on a return, that VAT is refunded with the rest.

Italy’s customs agency (ADM) confirmed in a notice dated 23 October 2026 that the fee is subject to VAT.

Does the fee apply to orders over €150?

Yes. Above €150 the €3 flat duty gives way to normal duty rates, but the €2 per item fee still applies to any distance sale.

Does shipping from an EU warehouse avoid the fee?

It depends on the customs status of the stock. A pallet imported in bulk into an EU warehouse is a business-to-business import, cleared at normal duty rates; the sales that follow are domestic or intra-EU supplies, with no per-item duty or handling fee. Goods sold to a consumer before entering an EU customs warehouse already count as distance sales, and the Commission is amending implementing rules so that goods sold while stored in a customs warehouse pay as well. Consignments declared as bulk but made of parcels pre-labelled for individual buyers can be reclassified as distance sales under the anti-abuse clause of Article 243(5) of Implementing Regulation (EU) 2015/2447.

What else changed on 1 November?

For distance sales up to €150, product identifiers became mandatory for every item: the platform’s listing ID, the manufacturer’s internal code and, where one exists, a standard code such as an EAN, or code Y081 when none exists. Declarations must also carry TARIC code Y126, which triggers the fee. The Commission’s rationale is that one control result can then be applied to every parcel holding the same model. In a coordinated 2025 operation, more than half of 20,000 toys and small electronics checked failed EU standards, and 84% of the products tested in laboratories were dangerous (SWD(2026) 283).

Why did Italy drop its own €2 parcel fee?

Italy tried to move first. Its 2026 budget law (Law no. 199 of 30 December 2025, Article 1, paragraphs 126-128) created a €2 charge per consignment, not per item, on non-EU parcels declared at up to €150, collected by Italian customs from 1 January 2026 with a transitional period granted by the customs agency. According to Il Post, the government expected €120-245 million a year.

It was easy to route around. Under IOSS, the Commission’s guidance notes, the declaration for release for free circulation can be lodged in any Member State. On 23 January 2026, Il Post reported that operators had moved clearance to France, Germany and Hungary and were trucking the parcels into Italy. Andrea Cappa, director general of the Italian logistics federation Confetra, said Milan Malpensa had lost more than 30 cargo flights in a few weeks, diverted to Liège, Budapest, Frankfurt, Cologne and Paris.

How many times was Italy’s fee postponed?

Four postponements followed: to 1 July, 1 October and 1 December 2026, then to 1 January 2027 under Decree-Law no. 193 of 23 October 2026. According to the Italian business site PMI.it, the charge was never actually collected. Article 30 of the 2027 budget bill now repeals it to align Italy with EU rules, at an estimated €91.3 million a year in lost revenue, according to the bill’s technical report as reported by the trade magazine Uomini e Trasporti. Parliament still has to approve it.

EU €3 duty

EU €2 handling fee

Italy’s €2 national fee

Legal basis

Regulation (EU) 2026/382

Regulation (EU) 2026/2108, Art. 20; Delegated Regulation (EU) 2026/2152

Law 199/2025, Art. 1(126)-(128)

Charged

Per item (declaration line)

Per item (declaration line)

Per consignment

Value threshold

Consignments up to €150

None

Consignments up to €150

Where it applies

Whole EU

Whole EU

Clearance in Italy only

Period

1 July 2026 to 1 July 2028

From 1 November 2026, no end date

Postponed to 1 January 2027; repeal pending

The lesson for anyone designing border charges inside a customs union: a levy collected at the point of clearance only works if it is the same everywhere. The EU fee is identical in all 27 Member States, so clearing in Liège rather than Milan saves nothing. Confetra welcomed the repeal; its president Carlo De Ruvo said the government had listened to the sector (Uomini e Trasporti, 2 November 2026).

Is the EU parcel crackdown working? What the first data show

The available numbers concern the €3 duty; it is too early to judge the fee. In a preliminary assessment dated 30 October 2026, the Commission counted 555 million e-commerce parcels imported into the EU in the third quarter of 2026, more than 60% below the pre-duty trend. In July, its surveillance database had already recorded 60% fewer distance-sale items than in July 2025, a figure the Commission itself called premature to draw conclusions from.

Three caveats before reading that as a success:

these are preliminary surveillance data, subject to delays and revisions; Eurostat remains the official source;

the third-quarter comparison is against the pre-duty trend, not against the same quarter of 2025;

some flows changed route rather than disappearing: according to the Commission, some low-value goods now seem to arrive in bulk, pay normal duties and ship to consumers from EU warehouses. On how those warehouses operate: Logistics Tech 2026: Warehouse Robots, Drones & AI.

Even after the drop, EU customs still handle at least 5 million items a day shipped directly to consumers, against less than 0.4 million a day of bulk trade. There is no reliable public estimate yet of how much of the fee reaches consumer prices: it depends on what sellers absorb, and we found no verifiable data on platform pricing decisions.

What changes in 2028?

Until 1 July 2028 the €3 flat duty stays. By 1 December 2027 the Commission must check whether the new IT system will be ready, and may propose an extension if it is not.

From 1 July 2028 distance sales pay normal duty rates, computed on value, origin and classification through the EU Customs Data Hub, run by the new EU Customs Authority in Lille.
