Without a police patrol stopping you on the spot, that ticket cannot (yet) arrive.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Italy just switched off a quarter of its speed cameras<\/h2>\n\n\n\n<p>A speed camera with artificial intelligence is a roadside system that pairs the traditional speed sensor with high-resolution cameras and computer vision software, able to recognise several types of violation from a single installation point. Europe is moving in this direction everywhere, but in the summer of 2026, the real Italian story is a legal one.<\/p>\n\n\n\n<p>Italy&#8217;s 1992 Highway Code required speed cameras to be &#8220;duly homologated&#8221; without ever defining how to obtain that homologation. For over three decades, devices went into service on the basis of simpler &#8220;approval&#8221; decrees until the Court of Cassation, in a series of rulings across 2024 and 2025, established that approval and homologation are not the same thing. Thousands of fines were annulled, and appeals flooded the courts.<\/p>\n\n\n\n<p>The decree signed by the Ministry of Infrastructure and Transport in June 2026, published in the Official Gazette in July and in force since 12 July, finally closes that chapter for the future: it defines, for the first time, the procedures for homologating, calibrating and periodically testing enforcement devices. Current devices carry high-resolution cameras and dedicated AI processors on board edge computing. Images are analysed on the spot, in milliseconds, by neural networks trained to recognise vehicles, trajectories and driver behaviour, without streaming continuous video to remote servers.<\/p>\n\n\n\n<p>Two practical consequences follow. Speed: the system tracks multiple vehicles simultaneously and ties events to each one. Privacy: processing on the device means frames showing nothing unusual can be discarded immediately, keeping only the relevant evidence. Automatic number plate recognition (ANPR) completes the picture, querying insurance and roadworthiness databases the moment a car passes.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What the cameras can detect, versus what they can fine<\/h2>\n\n\n\n<p>This is where technology and law part ways, and where most of the public debate gets confused. Technically, the latest systems can recognise a driver holding a phone, unfastened seatbelts, irregular lane changes, and via the plate expired insurance or inspection. Legally, however, a &#8220;remote&#8221; fine in Italy the one that arrives by mail with no officer involved requires the device to be specifically homologated for that exact violation.<\/p>\n\n\n\n<p>And today,&nbsp;<strong>no device in Italy is homologated for automatic, remote detection of phone use or unfastened seatbelts<\/strong>. The systems some municipalities have already purchased can operate in only one enforcement mode: patrol support. The camera scans traffic and, when it spots a driver on the phone, alerts officers stationed a few hundred metres ahead, who stop the vehicle and issue the fine in person. That is the model already used, for example, in the Tuscan town of Agliana, where every detection is reviewed by a human operator before any ticket is written. For insurance and inspection checks, automatic fines are allowed only with devices homologated for that specific function.<\/p>\n\n\n\n<p>For context: countries such as Australia have been issuing fully automatic fines from phone-detection cameras for years. From a gantry spanning both directions of travel, a system equipped with high-definition cameras and infrared lighting so it works at night analyses phone use, driver and front-passenger seatbelts and, through the plate, insurance and inspection status in real time.<\/p>\n\n\n\n<p>The decisive detail: for the entire trial, authorised by the Metropolitan City of Florence for 90 days with one possible renewal, the system is not connected to law enforcement and produces no tickets or reports. The declared goal is to measure the algorithm&#8217;s reliability in complex, real traffic. It is the mandatory step between technology and homologation: only solid accuracy data can support extending these checks nationwide one day.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Got an Italian fine? What foreign drivers should know<\/h2>\n\n\n\n<p>Millions of visitors drive in Italy every year, and speed-camera fines are the souvenir nobody wants often arriving months later. Three things worth knowing.<\/p>\n\n\n\n<p>First, how it reaches you: if you were driving a rental, the fine typically comes through the rental company, which passes on your details to the issuing authority and usually charges an administrative fee of its own. Residents of other EU countries can also be traced through the EU&#8217;s cross-border exchange of vehicle registration data for offences such as speeding.<\/p>\n\n\n\n<p>Second, how to check the device: since 2025, Italy runs a national census platform managed by the Ministry of Infrastructure, listing every enforcement device with its make, model, serial number, location and authorising decree. A fine issued after 12 July 2026 by a device that is not on the platform or that sits among the 1,200+ suspended units stands on very weak ground.<\/p>\n\n\n\n<p>Third, the timeline matters: the new decree is not retroactive. Fines issued before 12 July 2026 remain subject to the old rules including the approval-versus-homologation defect that led Italian courts to annul thousands of tickets. The ongoing trials apply privacy by design: automatic masking of faces not involved in the violation before images are stored, and immediate deletion of frames showing nothing unusual. On the regulatory side, using AI for traffic enforcement falls into the categories the EU&#8217;s AI Act treats most strictly once sanctions are involved: system traceability, human oversight, rigorous data governance. But Italy&#8217;s 2026 offers a lesson worth more than any spec sheet: the bottleneck is no longer what the technology can see it is what the law allows it to do. With July&#8217;s decree, Italy wrote the first half of the answer: the rules for the instruments.
